I've discovered a new blog rating widget today called blogorator (available at blogorator.com). Unlike other blog rating tools, the idea of this widget is not for rating individual posts, but rather rating the blog in general. It's pretty cool since you can then go to blogorator.com and view their bog top list which is a great way to discover new interesting blogs. The widget is still new and seems to be under development, I think it would be a good idea for them to add the option for users to provide textual feedback as well in addition to the current star rating system.
